Throughout the course of Sussex County's Comprehensive Plan process from 2016 to 2018, there was substantial discussion and public comment about affordable housing in southern Delaware. County Council recognizes the need for affordable housing, and supports expanded housing opportunities in Sussex County.

To address this issue, the Sussex County Council approved an affordable housing study Request for Proposal (RFP) on October 23, 2018. Seven qualified proposals were received, and the RFP Review Panel selected the top two firms for interviews. On February 5, 2019, County Council approved entering into a contract with LSA Planning, a Virginia-based consulting firm, to assess the county's housing needs and develop recommendations and strategies for Council's consideration later this year.

LSA provided an in-depth and detailed look into the supply and needs of affordable housing in Sussex County during this 8 month long project. Their project consisted of three primary deliverables: Market Analysis & Needs Assessment, Stakeholder Analysis, and Economic Analysis. The information obtained from each component was compiled into a final report with recommendations for Sussex County Government to consider regarding ways to encourage and expand affordable housing opportunities.
